I had a notice in BOINC manager that WCG were going to be offline on 31st August while they migrated to NiBi cloud. However, I am still unable to connect to the site or send / receive tasks from within Boinc Manager.
Is the project still offline, or do we need to do anything to "reconnect"?

Yes, it is still offline, so probably something went very wrong with the migration.
