Boinc Manager Unable to Connect to BOINC Client

- BOINC Running as a Service on PC.
- Configured to automatically login at startup.
- Verified the BOINC.exe is running.
- BOINC Manager will not connect to BOINC Client if any other windows foreground activity is interacting. I have to use the Advanced > Select Computer options and select localhost. If I attempt to connect to localhost while other activity is active it will fail to connect.
It almost seem like BOINC Manager should be delayed until all other startup activity has completed.

Are you running Windows Vista? If so, where did you install BOINC, on the default C:\Program Files\BOINC
?
