#525 new Defect
User images don't respect 'hide avatar' setting

Description
http://boinc.berkeley.edu/trac/changeset/14438 displays a thumbnail of the user profile image all over the place - forum index pages, statistics pages etc.
The images are not dialup-friendly. They need to respect the 'Hide avatar' or 'Show images as links' community settings - or have a 'hide' setting of their own.

Some members of some projects have profile images unsuitable for public display. I hope that if profile images can in future be displayed more publicly than at present eg on forum index pages, project administrators will have the option of disabling this new function until they have had the opportunity to implement, if they wish, some system of checking and vetting current, changed and new member profile images.
It also seems to me that the use of profile images on forums (ie outside the profiles) is an extension of their use beyond what the members who created them originally intended or expected.

These thumbnails are now only used in the community/friends section of the site. I guess it is ok to always show them there regardless of the avatar settings since this is unrelated to the forums.
Using profile images instead of head_20 globally got very bad feedback from the community so we are not going to go down that route again.
If ticket owner agrees then we can close this ticket as "Will not be implemented".

Or use a separate setting for this (Something along the line of "Hide 'friend images' on user pages" which can be turned on or "Show friends as image-links" which can be turned off).
