Tray icon remains after exiting Manager

Description

On Win98 & XP the system tray icon remains after exiting, uninstalling or upgrading until the mouse pointer is hovered over it.
This has been happening for so many previous versions that I almost don't notice.

The same thing happens with Windows 2000. It only happens though when you right click the icon in the system tray and go Exit from there. If you open Boinc Manager->File->Exit, the icon is removed immediately.

(In [12704]) - fixes #182 - System tray icon should be removed for both exit
