boinc 5.4.9 can't conect to localhost if in the workstation there are more than 1 user attive

how is possible to reproduce the error?
1) create 2 user under windows (say user A and user B) 2)install boinc how user A and rebot 3)log in how user B 4) change the user from user B to user A (DO NOT DISCONECT USER B) 5)lanch boinc how user A 6) boinc can not connect to localhost! and dont do any work!
i know that if i run boinc how user A when (or after than) no other user are connect the program work perfectly, so this is not a problem for my, but i think that in some net enviroment this shuld be a big problem.
system information:
windows xp service pack 2 pentium 4 3 ghz ht 1 gb of ram
This issue should be fixed in 5.10.21 or better.
