Allow project scientists to edit posts any time and post to locked threads

Project administrators, project developers and moderators are allowed to edit posts after MAXIMUM_EDIT_TIME and post to locked threads but project scientists aren't. It is not always appropriate to put project scientists into one of the other groups to give them access to those capabilities. This is the case on CPDN, which has a clear distinction between the types of special user.

This is a good idea. Project scientists sometimes make substantial forum announcements for which the usual permission limitations are too restrictive.
