Preference option for 'Use all GPUs"

Why is the option "Use all GPUs" only available through cc_config.xml? Isn't it easier/more preferable to have it in the (local) preferences?

That option allows the client to run jobs on GPUs that can't handle them, e.g. because they don't have enough memory. It's not an option we want anyone to use; it's there to quiet squeaky wheels.
