Description
For fast debugging an advanced menu in BM would be very helpful to turn settings on/off.

What if you don't use BOINC Manager, either because your OS doesn't support it (some Linux versions still don't) or because you're happier using boinccmd?

And think of the "button pushers" People who click every button just to see what they do...
The average user really doesn't even need to touch cc_config.xml.

The title doesn't make much sense, why get rid of cc_config.xml? The manager could write it.
