doesn't detect activity on Win98

Description

On Win98, BOINC Manager doesn't detect user activity until after its window gains focus. Only activity in the BOINC Manager window is detected--it doesn't even detect when activity causes focus to switch to another window. (​Reported this back in 5.4.9; still have the problem in 5.10.30.)
