Snooze does not continue through a restart of BOINC.

Description
I run BOINC 5.10.30 as a service on Windows 2000 SP4.
When I put BOINC in Snooze mode, then exit the service and restart it (or reboot the computer, for that matter), BOINC restarts without a problem. It doesn't stay in snooze mode.
In my opinion it should stay in Snooze until either the hour is up, or I tell BOINC to snap out of it.

If that is by design, then why doesn't the normal suspend deactivate itself when I exit BOINC/exit the service & restart it?
Snooze is set to last 1 hour. Does it then matter that I exited & restarted BOINC within that hour? I don't think so. The original timestamp should still be held somewhere.

This behaviour is by design, and I'm fairly sure it should stay that way. Convince me otherwise....
