BOINC forum thread on this issue: http://boinc.berkeley.edu/dev/forum_thread.php?id=1836&nowrap=true#11974
When this issue is fixed (both in beta and public releases), it would be helpful to post a message to above thread.

I just installed the seti Crunch3er optimized apps (http://calbe.dw70.de/2.4V/2.4V_Windows_x64_SSSE3_GFX.zip), and it made the issue go away. I'm running seti, cpdn and lhc.

I had the service disabled by mistake. Restarting it causes the issue to reappear. Sorry for the cluttered ticket.

This should be fixed by boinctray.
Woops, forgot to mention it is an issue with service installs only as far as I can tell.
