Add a `detach_when_done` GUI RPC

Description

Right now, there is a mechanism to wait for the client to run out of work for a certain project, and detach. The only way to use it is with an account manager?. I suggest adding a GUI RPC to activate this; and maybe also a button on the manager.

(In [13152]) - GUI RPC: added "detach_when_done" and "dont_detach_when_done"

project-control options. Made these available in boinc_cmd. Fixes #335.
