Windows does not go to suspend/hibernate when BOINC is running

Description
On an AMD Athlon 64 3800+ processor running BOINC 5.8.16 under Windows XP Pro x64 edition, Windows will not go to suspend or hibernate after a pre-set amount of time. It will still do it if I request it manually. This only happens when BOINC is running. Windows will "timeout" to hibernate/standby if BOINC is in snooze mode.

That sounds like a Windows problem, not suspending automatically if CPU is in use.
