Trying to attach with network down, shows "Temporary unavailable".

Description

If you tries to attach to a project, but BOINC can't find any network-connection at all, you'll get "Temporary unavailable", instead of a more relevant error-message.

libcurl doesn't give us an error that describes the network being down.

The wizard will either get a ERR_GETHOSTBYNAME or ERR_CONNECT from the CC, in either case the user will get shuffled off to the 'Project not found' page as of r17512.
