Access-rights on Locale-directory wrong.

Description
Locale-directory doesn't get the same access-rights as rest of BOINC, but instead seems to inherit the access-rights of BOINC's "parent", normally "\program files\"
Meaning, on single/service-installs, more users than Installing/Admins? has access, and can actually edit the various Location-files, since even you've not got access to boinc you can still cd "\program files\boinc\locale"
