What is up with the dual scheduler requests of the BOINC client?

I have seen this behaviour since the 5.7 builds and asked about it in Alpha at the time, but never got fully answered.

What is the first scheduler doing? I know the second one is showing in the Projects tab for that project.

Are both scheduler requests sent to the project's server? And what happens with the first scheduler when it times out? It doesn't show up on its own anymore. Does it keep pinging the DB server?

Report done with 5.10.2 (new one) on Windows 2000 SP4.
