Battery status - allow computation when no battery present

Description

Instead of failing, device status report should report AC and USB false, so client can resume computation when "compute on battery" preference is enabled.

useful if battery status can not be determined permanently, i.e. device without battery.

CAUTION: how about the heat sensor?

this enhancement is also required for supporting GoogleTV
