seems to be some kind of relic... shouldn't that be cleaned up?

Seriously, it is not at all clear that this is for specialization problems of BOINC for Debian/Ubuntu?.

... at Launchpad ("Free open source project hosting"), which is pretty generic.
As you can clearly see on the page you linked to, it is not an official bug tracker of the BOINC project. This launchpad bug tracker is used for the package maintainers of Debian and Ubuntu to address bugs that are related to the BOINC packages provided by those distributions.
