Description
I noticed in my 6.12.x testing that all "Change" and "Repair" options were failing. I did some more testing, and confirmed they were failing for 6.10.58 as well.

I'm looking into it. It looks like the Change/Repair? features were
broken for a while, sometime in the 6.6 timeframe. I opted to disable
them until they could be fixed properly.
When they work again, they both should be turned back on.
This ticket is to fix, enable, test, and verify, the "Change" options.
Another ticket will handle the "Repair" options, just in case it becomes necessary to keep "Change" turned off.
Here are more details about the original find, on my Windows 7 x64 computer:

Subject: Windows Installer errors with Repair and Remove
Hello,
I think I’ve discovered some Windows Installer errors with Repair and Remove in my recent testing.
For both Win 7 x64 and Win 7 x86...
Whenever I try any of the following, they all fail rather ungracefully, with a “Fatal error during installation.” error.
1) "Programs and Features" -> "Change" -> "Remove" fails
2) "Programs and Features" -> "Change" -> "Repair" fails
3) "Program and Features" -> "Repair" fails
Note 1: It looks like even 6.10.58 had the same errors
Note 2: The “Uninstall” option, which is probably most often used, does appear to work correctly
But still, Remove and Repair should also work correctly, right?

If you decide to fix this issue, it might also be helpful to know that....
If I re-execute the original executable installer “boinc_6.12.18_windows_x86_64.exe” ...
the Repair and Remove functions work correctly there.
So, maybe making it work from “Programs and Features” might not be too hard!
