Change scheduler request succeeded notice — at Version 3

This is a request that the scheduler notice be changed again. For newcomers and even oldies, it's strange to see a project ask for work, then get a scheduler notice that it succeeded but zero tasks were gotten without a further explanation.

Sending scheduler request: To fetch work. Requesting 48 seconds of work, reporting 0 completed tasks
Scheduler request succeeded: got 0 new tasks
This is totally counter-intuitive.

Can't the notice be only showing the amount of tasks it got when it actually did and another message when it didn't?

e.g.
Scheduler request succeeded: got 3 new tasks
Scheduler request succeeded: there is no work from project.
Scheduler request succeeded: there is no work for your platform.
Scheduler request succeeded: project is down for maintenance.
Scheduler request succeeded: your daily quota of 2 tasks is reached.

Just some examples. At this moment we only see most of those notices when we enable [sched_op_debug] in cc_config.xml. While this may seem to give less clutter for new people, it also makes it more difficult to diagnose what a person is seeing.

By adding the Reason messages into the scheduler succeeded message, BOINC would become friendlier again.
