Actually what you enter on a ticket's "keywords" are mapped to /trac/tags, so they're one and the same.

Sorry, that's not the case. The search feature uses full-text searching, so duplicating things in the keywords field doesn't really help. But the keywords do show up in the tag list, and meaningless tags are confusing and make the tag feature less useful.
Just leave the keywords field blank if you don't care about the tag feature.

Then it must be contagious as Hydrogen (also updated to later than 14224) won't send out email notifications either. I also tested at POEM, that did send me a notification, they are updated to 14224 exactly (with some rewrites by Timo on broken code).
