BOINC Manager doesn't do any network communication; it's just a GUI for the daemon; changing component. Also fixed some typos on description.

    4 the BOINC manager sets his proxy to domain\user. Please fix this ! It is very annoying to correct this under preferences, everytime I start BOINC. It should set his proxy to the real adress and auto-fill password and username if available from environment variable.
