#141 fixed 5.9.5 Install on Win98 romw Contact

#520 fixed 6.1.5: Won't find projects already attached to. romw Ageless
Description

The past few days I have officially tested BOINC 6.1.5
I installed it in a test directory, away from my normal BOINC directory and only copied over the account_*.xml file for BOINC Alpha.

This file was already in the test BOINC directory before I installed that directory as the data directory. Each time that BOINC would start up as a service, it told me it hadn't found any projects it was attached to and gave me the attach to wizard.

I tried running without the service and only have BOINC Manager start up. That would work. With the service running, I needed to re-attach to the project.

Checking the account_*.xml files between both the original directory and the test directory, I can't find any differences as to why it would do this.

Finally testing an install on my normal directory, the same thing happened. When the service runs (if I can get it to run, but that's aside) and BM is capable of contacting the client (9 out of 10 times it won't, that aside as well), it shows that BOINC cannot find any of the 22 projects I am attached to. Killing the service and just starting BM by hand will show all projects attached without a problem.

Putting in as a ticket on Rom's request.
